On 21 July, 2020 the European Council resolved to tax member nations as a new own resource to finance the EU’s long-term budget under the multinational financial framework regulation. The levy has a call rate of 0.80€/kg of non-recycled plastic waste and enters into force 1 January 2021. It will apply retroactively after all member states ratify the levy.
As nations adjust to this additional tax, member states will likely push this tax onto producers and users of plastic packaging.
